Implement Sib notifications (https://git.happy-dev.fr/startinblox/framework/sib-notifications) for users to be notified when :

• There is a comment within a group the user is appart of
• A user has replied to a comment

Evolution possible :

• Notified when event is created near them
• Allow user to personalize the notification (activate/deactivate, email sent)
